the short and simple origin of fuuinjutsu is that people are lazy and don't want to carry a bunch of things so they learned to manipulate chakra to seal objects (and or chakra) into tags and kanji to lighten their loads xd.
Now as ninja we can use fuuinjutsu to disable another persons chakra by introducing a foreign chakra source to their body. But to do so we use need to maintain direct contact, thus the use of paper tags and kanji chakra seals.
Are you familiar with any fuuinjutsu. As a shinobi you should know at least two.

(Doku Houin) - Poison Sealing Method
