Right, I don't know how Goro wants to start this but he can fix my mistakes once he comes online.
Tell me:
What is fire in narutoverse?
And how is fire mainly used?
It's weakness and strength and why it's weak/strong to those/against those elements you mentioned.

okay, fire element in Narutoverse is one of the Basic 5 elements.
it is mainly used for Offense or combo assault
it's weak against water [because water quenches fire]
it's strong against wind [because wind makes fire bigger]
it's neutral against lightning [because lightning passes through fire]

About the ''Wind makes fire stronger'' not really, if they collide the fire will be weakened. Yes fire is stronger than wind but the wind will only make the fire bigger/stronger if they're used from the same side, for example if you use a clone or if you're doing 2vs2 and you and your partner are side by side, one of you uses Fire and the other uses Wind, in that case it'd be a strong Fire + Wind combo but if they collide Fire is weakened (and/or continues/stops depending on the ranks of the fire and the wind jutsu being used against eachother.)
Your last point is true, but that also means that the fire passes through the lightning as well. You probably know that but just saying it anyway @_@
