also, it was one of narutos goals to surpass sasuke. beating sasuke was one of his dreams. i think it would make sense that the main character fulfills his role at the end right?

Let's also say Naruto's "power level", for lack of a better term, is 8001. Sasuke's would be 4000.5 comparatively, since currently saying Sasuke is half as strong as Naruto is generous.

8001 + 1000 > 4000.5 + 1000
9001 > 5000.5

Naruto's still stronger either way.

The numbers used were just examples, 8001 is clearly just to make it "Over 9000!" when the good value was added.

Granted he is coming back and doing the right thing and stepping up to finally be a real shinobi of the leaf, but you must also understand Naruto has been good for far longer, Sasuke is just now climbing out of the Darkness, and if they did fight Naruto and him would both lose (Remember Naruto already said the next time the fight fight it would be the end for both of them, or something like that).
Main this is the story is also called Naruto and not Sasuke, but they both play very important rolls.
