The victor is the one who can land the blow first & this is most likely Minato due to speed advantage...
This is so much closer than what most of people think...it's high/extreme diff win either way with Minato winning more times than not.

OT; Tobirama created more techniques, and I believe he is an overall better shinobi. However, Minato was able to take his technique without having knowledge of it (From what we know) and created a better version of it. Similar to how Naruto created the FRS from the simple Rasengan. So yeah Tobirama solos

Yeah no contest. Minato needed a power up to be useful on the battlefield and Tobirama still out shone Minato.

When minato arrived first on the battlefield, left the others in his dust, got rid of an an attack that was set to wipe out all of Shinobi kind, and set up the barrier markings...he wasn't using any power ups.

Anyone with a brain knows Minato was the most influential Hokage on the battlefield and contributed the most, no one performed better than him. No hokage, past or present did more than what Minato did in the war. There's a reason Kishi had to remove his arm, he needed to ensure minato was handicapped as much as possible.

I honestly don't know if people are reading the same manga sometimes.
