i know the people will use the scan where tobirama says minato is better but thats only with number of people he can teleport w/ FTG.

The battle between Base Minato & Tobirama is a battle of speed & anything else such as ET & Boss Summons are non-factors...
The victor is the one who can land the blow first & this is most likely Minato due to speed advantage...
This is so much closer than what most of people think...it's high/extreme diff win either way with Minato winning more times than not.
