can't say i understood your question but, Hiruzen was infact considered/hailed as "god of the shinobi world" in his PRIME for his mastery/skill at preforming jutsu, he was also considered as the strongest shinobi of his time (just like the first).
Mokuton is a a form of Kekkei Genkai/only Hashirama can use it or someone with his cells (if they can contain the power of his cells).

Not trying to sound like a hater of hiruzen or anything.
But Orochimaru never called Hiruzen God of Shinobi. He said "was said to be the god of shinobi".. He never plain out said " Look at you the God of shinobi being so weak".
But if we go by his feats:
- Mastering all combat forms
-All affinities
That is already putting him superior to most of the ninja-verse. And then vast knowledge of jutsus.
Hashirama is considered to be the God of Shinobi because most people in the NV have enough common sense to know that Hiruzen is all hype.
As to why Hiruzen can't use Mokuton, even though he can use Earth and Water Release: he can't simultaneously merge the two to make Wood Release.

Hailed is being used in past tense. He's indirectly calling him the God of Shinobi in this text. He is mocking him due to his Title. He did the same this with his Professor title as well.
He's known as God of Shinobi for his knowing and being able to use all the non KKG techniques of the Leaf which includes all 5 Elements to an insane level and mastery over all forms of Shinobi combat such as Ninjutsu, Taijutsu, Genjutsu, Fuuinjutsu etc. making him extremely versatile and showing an incredible amount intelligence.

i think it was less about is power level, and more fore his knowledge which is why he was called the professor. hashi is the god of shinobi because he will pretty much beat anybody he faces, with the only person to rival him being madara, at least of his time. hiruzen on the other hand would have gotten beat by people like onoki or 3rd raikage.
