Everyone says that Hashirama Senju is God of shinobi
he can use wood style but Hiruzen sarutobi can use 5 elements then why he is not known as God of shinobi

can't say i understood your question but, Hiruzen was infact considered/hailed as "god of the shinobi world" in his PRIME for his mastery/skill at preforming jutsu, he was also considered as the strongest shinobi of his time (just like the first).

Mokuton is a a form of Kekkei Genkai/only Hashirama can use it or someone with his cells (if they can contain the power of his cells).

Hashirama is considered to be the God of Shinobi because most people in the NV have enough common sense to know that Hiruzen is all hype.

As to why Hiruzen can't use Mokuton, even though he can use Earth and Water Release: he can't simultaneously merge the two to make Wood Release.

Hailed is being used in past tense. He's indirectly calling him the God of Shinobi in this text. He is mocking him due to his Title. He did the same this with his Professor title as well.

He's known as God of Shinobi for his knowing and being able to use all the non KKG techniques of the Leaf which includes all 5 Elements to an insane level and mastery over all forms of Shinobi combat such as Ninjutsu, Taijutsu, Genjutsu, Fuuinjutsu etc. making him extremely versatile and showing an incredible amount intelligence.
