This is just a short little story about what happened during the Global Military Enlistment on One Piece. It is mentioned in different ways due to differing translations but it is mentioned during chapter 713 by Doflamingo. I guess you could also call this a sort of theory but whatever, im rambling. Please enjoy ^_^

*The Marine vessel docked at the shore. Sakazuki walked off shortly followed by a seemingly relaxed, almost too relaxed Borsalino. Sakazuki took off his cap and gave his hair a light comb with his hand. He then proceeded to scratch his goatee and light a cigar. He stood there lighting it. As he did this numerous Marines gulped from the tension. After one puff Sakazuki broke the tension.*
Sakazuki: We have been to numerous towns. Problem is the people wanting to enlist are either too weak or there are barely any wanting to even join. I'm starting to think we will never find someone for for these goddamn Admiral positions. What do you think Borsalino?
*Borsalino suddenly looked up, surprised by Sakazukis interest in his opinion.*
Borsalino: Ooooo, I think it will be hard finding someone to replace Kuzans sheer power. That man had the potential to turn whole islands to ice. And with your promotion, it would be good to find somebody with your 'Absolute Justice' attitude. Advantageous to you anyway.
Sakazuki: Hmm, I guess. Lets take a glance at these anyway and be on our way.
*Both men proceeded to walk towards a long line of people. Behind the line were many houses. Nearly all of them empty. There was a slight breeze in the air which made them creek. All of them in regular, typical outfits. Rugged shirts, stained pants, you get the picture. Among them were men and one or two women. All of them ranged from young to old. As Borsalino and Sakazuki walked along the line, one man caught Sakazukis attention. He had a rifle in one hand, grey hair and a few scars. Sakazuki stood in front of him, Sakazuki was much taller.*
Sakazuki: You, what is your name?
Mengani: Mengani Tonisho, before you waste your breath I will answer the questions you were about to ask. I am a bounty hunter. Im the one who put away people such as Tom Black and Avalo Pizzaro back when he was younger.
*Mengani smirked*
Sakazuki: Do you posses Haki?
Mengani: Erm no-
*Sakazuki lighted his arm into magma and gripped Menganis throat.*
Sakazuki: Are you f*cking with me!? You stupid insolent little man!
*Sakazuki threw him into one of the wooden houses. A few Marine fodder rushed to the mans aid.*
Borsalino: Oooooo, Sakazuki. You need to calm down maaaaan.
*Sakazuki sighed and moved past the next few gentlemen. Many of who were started to shake and tremble. As Sakazuki was walking past one man, the man revealed a walking stick and proceeded to place it in front of Sakazuki. Sakazuki paused, his forehead started to crease and his fist clenched.*
Sakazuki: Remove your walking stick from in front of me old man. Or I will dispose of you as I did with that little tw*t.
*Sakazuki looked up, to see that the man he was talking to was blind.*
Blind Man: You call yourself justice yet you just harmed an innocent man who was merely trying to impress you.
*Sakazuki bolted up straight.*
Sakazuki: Your interesting old man. You are blind yet you try to enlist yourself in a organisation known for its fighting. Lets see, try killing one of my soldiers.
*The blind man rushed towards the vessel that Sakazuki and Borsalino came from. He lunged at one of the fodder. The fodder shot his rifle a few times, the old man dodged each bullet perfectly. He then placed his foot on the fodders chest and pinned him to the ground and unsheathed his cane which turned out to be a sword as well. He placed it against the mans neck.*
Blind Man: Not only that, but red suits you well, Fleet Admiral Sakazuki.
*Sakazukis eyes widened.*
Sakazuki<How? T-t-t-that level of Observation Haki. But how!?>
Sakazuki: Hmmph. Iv seen better.
*Sakazuki did well to hide his amazement.*
Borsalino: Ooooo, stop lying Sakazukiiiii. What else do you have for us old man?
*The blind man flung his sword pointing it at the house behind Sakazuki and Borsalino. All of a sudden it began to levitate. Sakazuki and Borsalino both looked up in amazement. The house quickly fell towards Sakazuki and Borsalino. Bosalino shot a laser from his finger tip while Sakazuki launched a magma fist. Both attacks leaving no remains of the house. Sakazuki looked back to the old man who was now walking towards them both.*
Sakazuki<Hes strong. No doubt about that. Iv found someone who meets the power. However, his ideals seem too similar to that Kuzans. That will be troubling.>
Sakazuki: Im sorry. But your not what we are looking for.
*Sakazuki produced a smug smile*
Borsalino: Ooooo, not too hasty. Give him a chance. If it doesnt work out well I will take responsibility.
*Sakazuki started to debate with himself*
Sakazuki: Very well! But you will have to break him in Borsalino!
*Sakazuki walked over to the man*
Sakazuki: But if you ever disobey one of my orders, I will roast you like a pig.
*The old man smiled*
Issho: Well let me introduce myself. My name is Issho, im a gravity man. Im sure I will be an asset to the Navy.
*Sakazuki smiled for a second then proceeded back to the vessel, shortly followed by Issho.*
Sakazuki: Borsalino, you handle the rest. If there is nobody who meets his standards, forget them.
Borsalino: Oooo, okay Saka-san.
Thats the end guys aha.
I personally think it was too long but whatever aha

Also if this does well I have plans to write one about Ryokugya (think thats how its spelt) where I pretty much make him my own character and iv got an idea for a really unique ability for him which is a zoan!!! Which, if you read One Piece, is what everybody wants him to be xD
