The healing depends on how much Chakra they have gotten seemed like a 1 Tailed Version Chakra probably less not 100% because that Kurama cloak couldn't restore loss body parts and damages beyond repair... just Exhaustion Low Chakra tired muscles

Chakra restoration helps the wounds to heal a lot faster, than when exhausted. By "heal" in the previous sentence I mean natural healing of the woulds without using any healing jutsu.

If you agree with the statement above, then that means the cloak is actually healing, but indirectly. No healing jutsu involved, just speeding up human's natural healing process.

NO. I do not agree with that. If you give another ninja chakra and he do not performance healing jutsu on himself, his wounds will not heal faster.

Now if that user does performance healing jutsu on himself after getting chakra from somebody else, his wounds will heal faster.

Naruto is the host! Kurama chakra and his chakra mixed together to heal him. It don't work that way for other people that had Kurama's chakra. It just give the other users a boost on their chakra supply. It do not automatically heal them. if they use healing jutsu on themselves with Kurama's chakra, then the healing process will be faster and greater.
