When Sasuke had enough chakra to do this in vote 2 Naruto was on the defensive so if he even had his sword and tried to redo it it wouldn't have worked on Naruto cause he wasn't trying to rush Sasuke

He could've literally thrown his sword down the valley and teleport it above naruto's head and have it perice him like butter if what you said was true.

Besides you're the one who doesn't know how the jutsu works if you think all it can do is just swaping when in many occasions it was used without swaping.
