Shisui Uchiha's Genjutsu Kotoamatsukami This technique allowed him to enter a person's mind and manipulate them by giving them false experiences, making it seem as if they were doing things on their own free will; the victim wouldn't even notice they were being manipulated. Also the only way it could someone notice them using it would be if that person had a byakugan or sharingan. Which is unlikely for a person to have due to the hyuuga clan is very secure to keep there kekkei genkei inside the clan( only one person so far outside the clan has it and thats Ao from the mist. the Uchiha clan is almost extinct except for 2 living members ( Sasuke and Tobi). so not much of a chance it will be detected.

imo Tobi. he managed to put Konan under a genjutsu and succeed, and control a perfect jinchuuriki in Yagura. we know how hard it is to subdue a perfect jinchuuriki with genjutsu, it's said to be impossible, yet tobi did it.

Itachi is a very close second, he has the strongest tsukuyomi and the widest variety. but his victims were of a lower calibre imo, the only really impressive one so far was against orochimaru. sasuke broke out of his despite the sharingan disadvantage, and naruto just sucks at genjutsu. kakashi was also able to stay conscious after Itachi's strongest tsukuyomi for a while.

ka isn't a battle oriented genjutsu, at least not from what's been shown in the 3 times it's been used/attempted to be used. it's simply perfect for manipulating

and why is Minato in this list? I doubt he uses genjutsu at all, he has no use for it.

I guess now the answer is pretty much Itachi for sure.

Izanami can decide the fate of the opponent which to me is the best Genjutsu. Itachi is the only person we know of who has used this to date.

Koto Amatsukami is great but against someone who is a great fighter and has a wide range of Genjutsu including Tsukuyomi & Izanami,he takes 2nd place.

I'd say Itachi is the most versatile that we've seen, however, Shisui's will always reign supreme.

Although one could argue that Itachi could use Shisui's technique :)

Ive got to agree with you on this.

Granted I would have voted for Itachis crow if it was an option since hes the only one we saw USE Shisuis AK.

Despite the fact Kotoamatsukami is the strongest Genjutsu technique ever shown I will definitely not going to vote Shisui for one reason, the cost makes the the technique so impractical it is just not worth the trouble. It takes 10 years to regenerate your Mangekyo form after you use it once, that means it will be unavailable resource for him for most of the time and even when he can use it the shot is still too precious to waste in anyone.
By the way, the manga has never shown to us Shisui's other skills in Genjutsu, just Kotoamatsukami and I'm not going to vote on him based on a technique he is unlikely to use, either by rarity or unavailability.
That, and his win ratio is bad. Ao once survived a fight against him and Danzo defeated him in a time he didn't even have his implants yet.
I'm voting on Itachi here, regardless of what he thinks about Shisui.
