Madara should not still be in that list his Genjustu is far cry compared to even Kurani
Shisui is the best Genjustu user everyone knows that even Itachi himself knows to ask sure a stupid question is beyond me when it was already stated by a lot of people..If u think that it was because of his MS KA justu then U are a foool as it was already stated that it can only be used once in a generation
So it should be obvious that shisui was using other genjustu that made him to be know as the Best Genjustu User in the Uchiha

I vote for Itachi, simply because Shisui's KA has a recharge time of 10 years, despite being one of the strongest genjutsu techs. That and Itachi is a magnificent genjutsu artist.
