It's the Juubi's corpse. Blaze Release is right, when Nagato used the corpse, he animated it with his chakra. But, more than that, the will of Gedo against Hanzo's forces was all Nagato. He was puppeteering Gedo like Sasori would puppeteer any corpse he acquired. Like BR said, what's going on with Tobi is different, in that he is putting the tailed beasts inside of Gedo, giving Juubi some semblance of life again, sort of like a giant edo. I think he, theoretically, could have put Kisame's consciousness and chakra into Gedo, and it would have been much the same situation as we have now with Shukaku in Gedo. But he's not trying to just bring Gedo to life, he's trying to bring back the Juubi, and that requires chakra from all nine tailed beasts, which he arguably has, though he's a bit short on 8 and 9, fused together. When he has just Shukaku in Gedo, I think he just needs to control Shukaku, but, with 7 of the 9 in there, he needs to control all seven simultaneously. It's not one mind in there yet, except when it is just Shukaku, and he will have to do something to fuse them all back together.

^My feelings exactly. Good chance it is the Juubi however I could see it being passed off as just some technique. Nice work.

Well, if I were to think along those lines I'd say that Gedo Mazo was MADE by the Sage of the Six Paths to case the tentailed beasts "soul," "chakra," or whatever you want to call it. I mean, if he sealed away the body in the moon, then the chakra has to go somewhere, right? Or at leas, if one of his predeccesor's had a reason to pull all of the Bhijus together again. If you think: "hey, the ten-tailed Bhiju is evil--why would you do such a stupid thing," then consider the fact that the Sage of the Six Paths was the first Jinchuriki and used all of that chakra for peace and leadership. Tobi just uses it to rule the world. Idiot.

So I'd say (as far as agreeing with those three comments):
1). It is the Juubi: 50/50 (well, at least the soul, anyway)
2). A weapon made for containing the Juubi: 100% (kindah fits with my post)
3). Just another summon or old tech: 50/50 (well, if the Sage of the Six Paths created it--especially for this purpose--then it must be prety old, but CERTANLY not just any old tech.)

This thought crossed my mind a long ago, but I was confused about it somewhat.
According to my opinion, Gedo Mazo was created by SO6P using Outer Path:"Creation of all things" in the outer path realm (so that no one without Rinnegan is able to summon it to re-create Jyuubi once again) as a shell of Jyuubi to perform Izanagi efficiently to create the 9 bijuus, so that each bijuu would originate from each eye of the mazo, actually chakra-less jyuubi remnant is in a dormant state (since Bijuus can't die) inside the gedo mazo controlled by a Rinnegan user. So, if it gains all the chakra it had previously it may be the real jyuubi which can be summoned only by a Rinnegan user and controlled by him.

And for the confusion regarding the mazo to be created from wood, I think as Rikodou was a sennin, so he somehow managed to be in sennin mode permanently (as naruto sage mode) but here using mukuton (wood) [I hope he managed to store and manipulate huge chakra reserves using his tomoe necklace and his staff for future use, and in the process using "Creation of all Things" managed to manipulate and strengthen his body cells to be able to release and manage wood; and to strengthen his jutsus], so Hashirama being his descendent obtained this unique trait luckily.
NOTE: In Sennin mode, body gets activated on a whole new level, It wouldn't hurt if he would fall from a skyscraper, so if one's body would be as hard as wood, it would be a plausible solution.

The Gedo Mazo is not the Juubi! Its powers belong to whoever weilds the Rinnegan. It is the same as Nagato. If you understood what I meant, then kudos to you, if you did'nt...........well, sorry..........
