While the clouds are raining and the raindrops are covering the whole battle field Hibari gathers a decent amount of his pure chakra and infuse the chakra with the rain drops after releasing his chakra out of his body using the chakra that is now inside the raindrops to change the properties and the appearance of the rain drops to a a body of rain that is just like my body and same appearance like me,using it to distract my opponent whenever.

What are you talking about? The jutsu I posted is the one you learnt, just as it have been done throughout the entire training. My description, is the guideline for the next technique.

I gather a good amount of my pure chakra,channeling the gathered chrakra into the raindrops that is dropping upon my opponent,manipulating my chakra that is inside the rain drops,causing them to fall rapidly on the opponent,making my opponent's clothes a source for the raindrops,causing their movements to be restricted.

You make is clothes work as an attractor causing more than normal amounts of water to hit, and turn his clothes heavier more quick.
Manipulate the rain clouds and cause a blop of the current rain clouds to come down, onto the battlefield beside you. Compress the clouds, giving it the shape of yourself and by pouring your normal chakra into him, he will work as a clone. He can recieve punches and hits without poofing away. However, he cannot work as a succesful distraction as he keeps the look of a cloud but just shaped as you.

I myself and me manipulate the rain clouds above us,causing a blop of the current clouds above us come down onto the battlefield,then while in it is way downwards I manipulate it to cause it to come besides me,once doing so I compress the clouds that I have descended giving them the shape of myself,once using the shape manipulation to shape the clouds same shape as me I molds chakra with the clouds creating a clone of myself.

*Shows hand signs* perform these and manipulate the raindroplets within the air to draw together and form several bullets, which then fall down and accelerates over time. Power of the technique is like large rocks falling from the skies.
*Keeps an eye on you while performing the handseals and as you finish them I copy them myself with my hands,meanwhile performing the hand seals I gather a decent amount of my pure chakra,molding the chakra with the raindrops which falls upon my opponent,using the chakra within them to manipulate them together creating several bullets of rains which falls roughly upon my opponent that has the same power as a large rock while falling.*

While the clouds are raining I move my right arm pointing it upwards,once my arm is clearly upwards point my fingers upwards towards the sky,once doing so I channel my pure chakra inside rain drops that are falling close to me,manipulating the raindrops forming them all together creating a shield of rain(water) in front of me for any upcoming attack.

Simply cause the droplets within the clouds to become slightly bigger as they a falling. You do that by sending a wave of chakra into the clouds, creating a sort of nucleis where on the droplets will stick to, thus creating a bigger raindroplet. Bigger rain droplets means more hindering of the vision of your opponent, but also you. This technique won't harm anyone, as they aren't of that caliber, the rain droplets, that is.
Byakuran starts by channeling his pure chakra into the clouds above the battlefield of course while it is raining, focusing this chakra into the clouds above,creating some kind of a nucleus, creating a bigger rain droplet that has a great effect in hindering the opponent and some times binding him in his place however the raindroplets inflicts no damage.

After observing the hand seals formed, Byakuran starts to perform the same hand seals himself meanwhile gathering a decent amount of his pure chakra, once finishing so he channels his chakra into the rain droplets raining throughout the whole field, using the chakra once channeled into the rain droplets to manipulate all the rain drops and causing it all to stop at mid-air before reaching my body nor the ground below me.

Upon impact it cuts and then explodes outwards of sort, causing more damage. It can only remain it's form for a short amount of time. Meaning... One attack or defense, to put it simple.

I gather a decent amount of my pure chakra, once doing so I channel these chakra within several rain drops falling upon myself. Once channeling the chakra within the rain drops, I use the chakra that is already channeled within the rain drops to manipulate the rain drops to calculate all of them together, forming the rain drops into a dagger, which possesses a solid form. Once I successfully form the dagger I grab it with my right hand and throw it towards my opponent, once it reaches my opponent it cuts him and then explode causing an enormous damage to my opponent's body.

I starts by gathering a decent amount of my chakra and then channel the chakra into my right hand, once doing so I use the shape manipulation to form the chakra within my hands from chakra to a umbrella like shape, however it contains invisibility properties.The main use of this umbrella is that it protects me from rain techniques and also it is capable of defending against rain that contains acid properties.However due to that it is only made of chakra, it is not able to defend against any solid form of rain techniques such as bullets and so on.
Question: Could it last against C-ranked and below solid forms of rain jutsus D:

Using your chakra, bounce some of the falling chakra back up, into the skies where they then freeze due the cold. Have them come falling down(similar to hail)in the form of a net or a dome to capture the opponent.
