Kisame would most likely win. His water techniques seem like they would do well against sand, plus whenever the sand got close enough to Kisame Gaara's chakra would be drained from it, turning it into normal sand Gaara can't control unless he puts more chakra into it. So Gaara's sand techniques would be almost useless against Kisame.

Although Garaa is my favorite of the two would have to agree. Garaa seems weak against water.
