If you're as strong as Garp and you can turn mountains into dust for fun and you're fighting a DF user thats an easy win. You are surrounded by water... all you have to do is destroy the footing.

If he never stopped Garp then the Marines would lose because they would have fallen into turmoil. On top of that Garp and Sakazuki would clash, most probably ending up with both having extreme injuries.

He's PK level, but in a fight he would lose to Roger. Just based on what we know and how he never caught him, Roger probably has more luck and intelligence/speed or something on his side, what he needs to beat him.

Garp has hype at the moment because revealing his strength now would be pointless same with how Shanks and Dragon haven't been shown using their full strength. Fact is Roger himself stated Garp almost killed him multiple times which to me says it all.

WB was the only one to evenly match Roger means that no one besides WB can evenly match the dude which means that anyone besides Roger was below WB and anyone besides WB was below Roger.It isn't even hard to understand so Garp was/is/will be < WB and Roger.

End of the day: Roger = WB Slightly > Garp so ya,he is one the same level as those dudes but loses to anyone of them in a one on one battle.
