you need massive chakra reserves to fight gaara kakashi's are impressive but not enough plus im pretty sure gaara has a way of countering water dragon bullet

on water gaara high diff (he can fly and block kakashis's line of sight so he cant use kamui on him also the amount of sand he always has with him is massive to begin with and kakshi isn't fast enough to survive a blitzing from gaara)

onoki has no rank because he has used akatsuki in the past and has valuable information to the HQ. Kakashi was chosen as the commander of a division as testament to his skill,whereas gaara is the regional commander of the ASF.

Madara isnt even noticing guy and kakashi. They didnt fight 6 bijuus,naruto and bee did,they were abt to be oneshotted by the bijuu bombs. I seem to remember madara and tobi dealing with them and the ASF together while casually discussing matters. The kages killed madara abt 2-3 times counting the part where madara killed himself with the meteor,he even said they were worthy of their titles whereas he called kakashi an insect when he came infront of juubi to attack with killer b.
