gaara he just has to use his ultimate defence and use his third eye (at this point kamui is effectiveley neutralized because it depends on the users line of sight) from there on gara just proceeds to destroy kakashi with his sand i more ways than i have the energy to mention right now.
you need massive chakra reserves to fight gaara kakashi's are impressive but not enough plus im pretty sure gaara has a way of countering water dragon bullet
so gaara mid high diff
on water gaara high diff (he can fly and block kakashis's line of sight so he cant use kamui on him also the amount of sand he always has with him is massive to begin with and kakshi isn't fast enough to survive a blitzing from gaara)
is gaara in the top 10 or top 15 cause he should be
p.s can someone give me a ink to a place where i can read the list of the top 20 shinobi

Gaara has fought three kages at a time,3th Mizukage,the 4th Kazekage,Muu,Madara,Naruto.He has been killing ninjas who tried to kill him since he was born.Just no.
Gaara wins mid difficulty.

Gaara is the commander general of the alliance troops where as Kakashi is just the commander of third division. That pretty much shows the difference in their strength.

Means nothing. Onoki has no rank but he is the strongest current kage. I can also say that Gaara got owned along with other kages by one man alone playing with them when Kakashi, Naruto, Gai and Bee fought that same man, 6bijuus, Gedo Mazo, Obito and even Juubi without dying. It shows the difference in level

onoki has no rank because he has used akatsuki in the past and has valuable information to the HQ. Kakashi was chosen as the commander of a division as testament to his skill,whereas gaara is the regional commander of the ASF.
Madara isnt even noticing guy and kakashi. They didnt fight 6 bijuus,naruto and bee did,they were abt to be oneshotted by the bijuu bombs. I seem to remember madara and tobi dealing with them and the ASF together while casually discussing matters. The kages killed madara abt 2-3 times counting the part where madara killed himself with the meteor,he even said they were worthy of their titles whereas he called kakashi an insect when he came infront of juubi to attack with killer b.
