Description: When there is snow or ice on the ground, the user will form 5 tentacles of icy barbed wire that come out of the ground and wrap around the opponent’s legs(2), arms(2), and neck(1) and spread them apart while trapping them. The barbed wire then continues to drag the opponent downwards and to their knees all the while tightening their grip choking and cutting the opponent; preventing them from doing handseals.
Note: If the opponent is able, they can use one-handed seals

Hyouton: Eikyū Tōdo-Sō (Ice Release: PermaFrost)

Description: The user forms 4 handseals and sends a vast amount of their Hyouton chakra into the earth under the opponent. The earth under the opponent begins to frost over with white freckles of snow material. The snow material itself has a temperature of below freezing (0 °C or 32 °F). This snow material renders the earth under the opponent and make it impractical for techniques that require mud, since the earth would mix the water initially. The snow material will also travel up any material that is touching it.
*If the opponent stays standing in that spot for more than two turns, they will receive frostbite in their feet resulting in pain and decreased speed of One Rank (Sage – Kage, Kage – Sannin, etc).
*If the opponents bare skin (hands, arms, face, legs, etc) touches the ground while PermaFrost is activated will get frostbite. Their hands will become frostbitten in their next turn, resulting in pain and decreased handseal speed due to shakiness (1 handseal will take the time of 3, 2 will take the time of 4, etc).
*At their Second turn if the opponent doesn't find a way to warm their hands, their handseals will be impossible to make as the hands will be in immense pain and immovable from the Frostbite.
Note: PermaFrost lasts for 3 turns.

This, when used properly, is probably the sneakest ice jutsu that I have in my possession? why you ask? Well lets go through it.
Lets say its been snowing on the ground for quite some time...to be honest, even after one turn of snowing this will be effective, but if you wait awhile it will be better and less debateable.
Now, lets say its been snowing for awhile and you are about to use a technique that requires you to place your hands on the ground. Depending on the nature of your technique (How fast it is), I can simply use PermaFrost (As we are Ice Specialists, this only requires one handseal and makes it easier and quicker to use). The fact that his hands are already placed on the snow, means that they will not be able to know what is happening until it is too late.
DO NOT FALL FOR THAT "I use fire chakra to heat my hands up" bullsh!t......cuz that is all it is. They have to find a legitimate way of heating their hands.
The best way to do this is to set your opponent up in such a way that the move they are using to place their hands on the ground is either a Summon, or a Defensive technique. Dont try to use it on anything else as it is quite argumentative and we try to avoid that.
Also, if they are just standing on the snow, and you have countered their move and the blast is heading towards them, you can quickly do this technique as well, making it a double hit technique that they didnt even know hit them.
A smart RPer however would simply use this as a way to evade both techniques...........but if you are smarter, you can simply Spike them where they are going, or set it up so that they land on something......unpleasant.
The fact that this can be hidden from everyone except for Sharingan/Byakugan users is quite exceptional.
