I'd say Jiraiya if he starts in Sage Mode. His Sage Mode speed + his sensing barrier should allow him to keep up with Gai until his gated version runs out.

Gai wins with high difficulty. He would never allow Jaraiya to enter SM, neither will Jiraiya be able to stall in order to go SM. Gai went toe to toe with the six tails, so he would be able to deal with Jirayas summons quite easily.

Base Jiraiya doesn't nearly possess the speed feats to keep up with Gai. Morning Peacock GG.

Gai has no knowledge on Sage Mode and Jiraiya could simply use Kage Bunshin and send it in the woods to gather Sage Mode chakra while he fights Gai.

Why would Gai chase after a bunshin when the real Jiraiya is in front of him?

Plus, Jiraiya has a sensing barrier and his hair defence to tank whatever Gai throws at him bar Gate attacks until he enters Sage Mode.

Lmao. Please go back and re-read the manga from Chapter 1, page 1. Gai can enter gates instantly.

Or people who underrate Jiraiya.
His summons can buy enough time for him to go in SM. Or he can trick Guy with a Kage Bunshin. Until he fights with a bunshin he can activate the SM. Guy is not intelligent, most likely he won't notice the difference...

Or quite the opposite.
Please inform me how his summons are going to buy enough time for Jiraiya when they don't possess the speed to even hit Gai, much less avoid him. To say a kage bunshin is going to stall against Gai, who is light years faster then Jiraiya is ridiculous. And your wrong about Gai not being intelligent.

He's only faster after opening the gates. Jiraiya and his summons attack him with no stop, making sure he won't be able to open all the gates. He'll have to choose between opening the gates and defending himself.

It's all about who power ups first . If Jiraya goes SM before Gai uses gates he can use the frog genjutsu and kill him or if Gai goes gates he can obliterate him right there , nowhere to run. Could go either way.
