These are the only ones who maybe near his level in terms of raw power, and that's a stretch for most of the list.

Gai is the strongest taijutsu user with feats. We've never really seen anything notable combat wise from hamura.

And even if hamura were the strongest taijutsu user, the 8th gate probably at least puts gai on part with him, seeing the way he threw around godara.
