Considering Gaara's sand was keeping up with 8th Gate Gai at his 5th Elephant Evening step, which is the step where he is at full speed, and Gaara having almost no Taijutsu skills, then Hashirama would still pulverise him even in 8th Gate. Hashirama will lose if he's at close-range with Gai, but he's mostly a Taijutsu fighter so he'll keep his distance and change the landscape to put down Gai.
