When you look at Hiruzen and Gai they basically got their powers with no hand outs, their powers are natural in every sense of the word, on the other hand Senju, Uchiha and all Otsutsuki descendants got their powers from Kaguya.



You can't consider Sasuke and Hashirama's power as human because their powers are Otsutsuki by nature, therefore Gai and Hiruzen in his prime are the strongest humans we know of in NV history.
