Gaara's dad has Sage Mode?

Yeah, Naruto doesn't have the rings either when he uses Magnet release.

The random Edo with Magnet Release was only using it in certain objects, not magnetizing / interacting with the whole area like Gaara/his dad. I believe the reason they gain the markings is because, like Sage Mode, they augment their entire body to interact with the area around them. However, it is not a form of Sage Mode, because no Natural Energy is involved.

How does this make sense? Why is jiton the only KKG which forms rings around the user's eyes and only when they interact when their environment?
