What you said is spot on. I agreeGaara because Tsunade is a close range fighter, and she doesn't have the speed to close the distance so her strength doesn't mean jack. Her only chance is to use Katsuyus acid to deteriorate the sand.

However the end result I'm sure would be the same Gaara wins. His sand is long range and very fast hell all he has to do is stay high above the ground shielded and Tsunade shouldn't stand a chance.
But Tsunade shouldn't be underestimated though she does seem like she sucks she is actually very skilled they just don't portray that very well in the series.
I think we can safely assume that she is part uzumaki as her grandmother Mito was an Uzumaki unless of course she ends up to be illegitimate or adopted. Tsunade is supposed to be kind of a legend which we haven't seen so far (as hokage she was pathetic in the invasion by pain) but she is a sannin, experienced and should not be taken for granted. it seems kuniochi are a bit weaker than their male counterparts.
