In a desert, there is no possible way for Tobirama to win. He can't get close, has no means of marking anything close to Gaara, and no attacks can get through. Limited to the sand in the gourd, Tobirama can win high diff, providing that pressurized water stream can get through Gaara's sand, which doesn't seem unlikely, or Tobirama has edos that can get close enough to use the infinite explosion thing.

well considering the fact that he counters kunia and uses tsunami to cover the environment, his sensing abilities give him a slight advantage. Minato's foot speed is OP, but without having the ability to fully utilize ftg, Garra has a fair chance.

Gaara is good everywhere but an ocean. He can take Minato, and it isn't far fetched.
