Gaara low difficulty, his defense is exellent and both long and short ranged attack is strong....Neji has close range. Hits are fast but not poerful enough to get through the sand

gaara even in short ranged his sand taijutsu is very impresive

Neji would have to work very hard to bypass the sand defence,even if he managed to get the speed required to get past the auto-defence,his moves wouldn't do anything to Gaara's sand armour.

Nevermind the fact that Gaara can just attack from far away,change the entire landscape,cause a massive sand Tsunami etc etc...
