I took it into account. The sand can move within the water. The only issue his if it can move as swiftly and if Gaara can reach the ground to try and erode some sand; when Kisame spews out a lake. As he tends to. It's a high diff >.>
The sand can withstand suiton, as proven with Prince Chuck's scan. It really is a high diff fight. Kisame could win easily if he were to merge with Samehada. But he wouldn't use such a jutsu up until Gaara has pressured him and likely found a way to grind more sand into the Lake, or escape the lake itself. Well.. Now that I look at it.. No.. Not gonna change my mind now! #Stubborn!
combining with a Water Dragon =/= using sand to fight underwater ...Besides that means he would not be able to make sand since this is not in a desert (did not look at OP so if it is ...****) and no way is he making sand while he is floating,standing on water since he must funnel his chakra into the ground .. so he would be limited to his gourd sand ,
Also the sheer qunatity of water that Kisame uses should render Gaara's sand useless .. As a water dragon does not really contain too much water. .
