The only reason Gaara won against Mizukage was because of his fathers Gold Sand, and the conditions of Mizukage's jutsu.

Kisame can just easily create ANOTHER ocean on the beach. and trap gaara inside of that water dome that he trapped Killerbee in.

With Samehada, Kisame easily, Without, Kisame with difficulty. NO akatsuki other than Hidan can be taken one on one.

Kisame is a pretty powerful opponent but Gaaras will to win I think would probably barely push him ahead of Kisame

Nop,Gaara won because of his intelligence to use and find resources against his disadvantages. Your excuse is very bad.Intelligence is an ability which influences in battle too.
Gaara totally wins this. Water is not even a problem,he only has to put more sand x)
