No, the sand was not wet when he was facing madara. Onnoki did not use water to make the sand lighter. He used one of his other jutsus ( cannot remember which one)
water in fact make the sand heavier. A ninja used that to beat garra in the first part of the series. Garra's sand became waterlogged and heavy , thus causing garra to lose his ability to control it.
depends where they fight, if its in the desert then gaara has the upper hand, but if its near water kisame would probably win, unless he has the sand he has now with the old dude kage.
You are wrong. Remember the terrain kisame fought with guy, lee and ten ten. That was a dessert like area, with no /little water. Yet, kisame flooded the entire area in a attempt to drown guy, at only 30 % of his strenghth.
