What do you mean he didn't have time to breathe, last time they fought Deidara won. He didn't use it in the war because he was focuse don blowing himself up over and over on account of being an ET, unfortunately it didn't work because the army spammed him with Raiton over and over.

Gaara definitely, heres something to think about, I remember Deidara describing Gaara as a difficult jinchuriki to capture, in every other on panel confrontation between akatsuki and jinchuriki the latter has always assumed full bijuu form when Gaara didnt access his at all and was still able to fight on the offence against deidara while proteting the whole village. I honestly believe Gaara was more capable during their fight but I can never say for sure especially with the c4 and how unpredictable Deidara is. but i strongly believe that Gaara is far supior in chakra reserves even without Shukaku and also more intelligent (Although deidara is also very smart, the difference may be the fact that deidara gets emotional quickly while gaara doesnt flinch and is more relaxed.)

Gaara doesn't even need to counter C4. He'll capture him before he even uses it. And if deidara does use it he'll form a shell around himself. He's not just going to sit there when Deidara prepares that thing. Gaara is a very tactical shinobi and he'll figure out away to counter that technique.
