Personally i think that Gaara would win because his sand is as fast if not faster than the Raikage and because i think when it comes to brains i think he is at he level of kakashi

i dont think his sand is faster & i dont think he has the specialised heavy hitting moves like other ppl BUT BUT BUT BUT since he is the type that controls the field and has a diverse range of attacks i think gaara could win.
-if he does that massive scale quick sand or the massive scale aerial fight he used against deidara, seems he would be hard to defeat.
