Actually, these two haven't done much or atleast not shown to do much. Although 4th kazekage fought against shukaku, he went down quite easily against gaara.
Mei hasn't had enough chances to prove her worth. She could have finished a weakened sasuke, but was stopped by zetsu's spores.

Mei lava won't do anything it's too slow, sasuke dodged it, mei won't even be able to react to the raikage unless the fight start @ around 50m. A would also beat tsunade so A is stronger than mei and tsunade, gaara is basically a bad match up for tsunade and mei will lose to gaara
2, If you read through the manga you would see that it's easier to intercept an attack from the sideline and raikage falling speed was not hyped to be so great, it was only his shunshin speed and he can't shunshin mid-air so gaara stopping his kick drop from mid-air is not that impressive. Anyway i don't believe mei,gaara,A,tsunade are equal the manga never potrayed them to be.
