As the title says, i think gaara is the most underated kage (and maybe shinobi) in the narutoverse. I have seen people ranking him among the weakest 2 kages alongwith mei.
Personally, i think he is one of the best/strongest kages alongwith onoki. Thia is because-
BEFORE SHINOBI WW- He saved his entire village against the akatsukis(deidara's massive xplosive art), sacrificing himself in the process, but still taking care to remove the shroud of sand over the village to protect it from getting buried.
2. He saved the raikage's butt from getting burnt by amaterasu against sasuke.
3. He is diplomatically and tactically aware unlike other shinobis of his age. Even his suggestions were followed and agreed upon by other kages.
DURING SHINOBI WW
1. He was brave enough to go against the legendary previous kages alone(although onoki arrived in time).
2. He defeated the edo kazekage(his dad) singlehandedly despite having an elemental weakness.
3. He simultaneously attacked all the kages at once and quite effectively too.
4. He defeated the edo mizukage almost singlehandedly too. This again despite oil having an upperhand against gaara's sand. This was done making use of his previous battle experience against the kazekage and using the enemy's strength to his own benefit, an ability that not many shinobis have.
5. He saved countless shinobis and assisted onoki in stopping the meteors against madara.
6. Also contributed against madara(alas, in vain).
All this being almost equal in age to the konoha 11.
So,yeah I believe he was one of the strongest kages and the most powerful kazekage.(and surely not one to be underrated.)

mei is the weakest followed by tsunade. Every character can be said to be overrated or underrated, i think gaara is the 3rd strongest or tied w/ 4th raikage for 2nd position
