Why is Sasuke's decision to become Hokage such a SHOCK (unexpected or downright a mistake) ?

Let's compare Sasuke's life to DOTA. You can level up just by being in the vicinity of a fight

Let's look at the facts why Sasuke becoming a Hokage is NOT CRAZY.
Sasuke's CRAZY DAYS (after timeskip to defeating Kabuto)

. He is credited on killing Orochimaru an enemy of Konoha (yep. even if he's weakened)
. He killed Deidara an S-Class criminal (even if he blew himself up)
. He also killed Itachi (even if he let him win) the fact still exist......... ITACHI HEROIC ACTS ARE IN THE SHADOWS only a few people knew the truth.
In eveybody's knowledge ITACHI IS A VILLAIN
. During the Kage Summit his target was Danzou (we'll he's a little crazy)
BUT HE ONLY PROTECTED HIMSELF and its OBITO'S FAULT why Sasuke is an international criminal
BECAUSE OBITO HELPED HIM and the Kages saw that.
. He killed Danzou (yes Danzou is a villain he protected Konoha in his own ways but he did some atrocious things WAY MORE.
. Whether we like it or not HE MIGHT GET CREDITED FOR STOPING EDO TENSEI

Sasuke to REDEMPTION

. He is the one responsible for bringing the HOKAGES BACK TO LIFE
. and the fact that he's on this war on Konohas side.

I am not a SASUKE FANBOY but these are the facts from the manga that describes Sasuke's road to redemption.
I mean as the title says Gaara KILLED WAY MORE INNOCENT PEOPLE and look at him now he's the Kazekage, why not Sasuke.
