Just my opinion. But take away Oonoki, countless fodder, no edo tensei, no knowledge of eachothers ability, and fighting...on a beach where there is water and sand.
Considering how gaara fights, keeps his distance at mid range, always allows opponent to make the first move, usually defends alot, and attacks when he sees an oppening, usually only flies if he's fighting a arieal opponent or doing horribly on the ground
and considering how the mizukage fights, summoning the clam, using the mist to cover and make an illusin while also attacking from afar, we dont know if he can actually use water jutsu.
So here is why i think Gaara would lose, and here is how I think the battle would happen, since they are both long-range fighters, they would either be long range or mid range from eachother, of course, Gaara not knowing that would prepare his sand in for defense in case mizu attacks, meanwhile. Mizu would summon his clam, and create the illusion mist. Gaara, not exactly knowing wtf is going on will prepare his sand to defend him. While the fake mizukage is talking, the real one, who is unseen will hop onto the water and attack from afar. Gaara will be thinking the attacks are coming from the fake illusion but when his attacks are going through, he will be confused, because he's never encountered anything like this before.
eventually, he'll figure out that it has something to do with the clam, and he will attempt to attack the clam, but finds out, its not the real clam. and if any sand gets on the clam, mizukage can shoot his "oily water" on it and make it fall apart. Eventually gaara will be defeated cuz his sand will be useless and mizukage will wear him down.
