It depends on how Gai can handle multiple opponents. Him facing tobi's Paths will give a insight into that. I think Gai/Tsunade punches can break through garaa's sand if he ends up doing that thing with the fight with Sasuke. Gai might be faster than his sand too in gates. But I'm siding with Kakuzu/Garaa.

kakuzu gaara because gaara takes out tsunade and gai can´t hold the gates long enough to kill kakuzu 5times and without gates he has no chance against kakuzu
