Sadly, Kakuzu mastered all the elements. But he did not exhibit any Kekkai Genkai, so that cannot be used. Mei/Roshi would have a hard time beating Kakuzu and Gaara. I give this to team 1 due to Kakuzu. Gaara is nothing special comparatively.

kakuzu solos. mei and roshi have nothing that can kill quickly or is remotely quick. kakuzu runs rings around them while firing high level raiton and fuutons at them. mei's suiton loses to raiton. and boil release is meaningless vs sand armour. gaaras sand withstood amaterasu.
