Place the seal on your clone. Once that seal is in contact with someone, it will react to it's chakra and will make the person stop from moving.

See where the seals on the scroll form a circumference? You must slam your hand there to perform this jutsu.

Gather chakra on your hand and slam it on that place. The seal will then react and will form a small vortex which will absorb elemental chakra.
