Sasuke killed Orochimaru (debatable)
He killed Orochimaru
He avenged the Uchiha
He killed Danzo
He controlled curse mark

Naruto's only goal isn't even to become hokage its to stop hatred...and he doesn't even know why.
Sasuke made the choice and gave an instant reason why.

Becoming Hokage is the life long dream of Naruto, if he doesn't become Hokage, this all story will be just trash.
Obito, before dying, also blessed Naruto for becoming Hokage. There's maximum possibilty Naruto's gonna become the Hokage.

8th gate gai would be a problem for sasuke
