Well but considering both facts:
1. Half of Kurama matched five tailed beasts powers
2. Half of Kurama > Gyuuki
It is true, no matter from what perspective you will look at it.
It was not Shukaku but Gyuuki and by this Gyuuki meant that Tailed beasts with lesser tail could beat Tailed beasts with more tails using KKG or special ability of them instead of relaying on just sheer amount of chakra...
this is not entirely true... it's also a manga fact that a bijuu becomes a lot stronger when it has a jinchuuriki controlling the chakra.
okay, so the bijuus are stronger for each tail they have...
what if i said the power increase by tails isn't as high as you believe?
what if is said this is more legit then?
2 + 4 + 6 + 8 + 12 + 14 + 16 + 18 + 20 = 100
Kurama cannot be 53% stronger than Shukaku... that's just super mega wrong
edit;
Despite their close relation to one another, there is a significant amount of friction between the tailed beasts that caused them to part ways. One such cause was due to Kurama's belief that their strength was determined by the number of their tails.

kurama thinks more tails = stronger
other 8 bijus think otherwise...
there is no mangafact stating that it's true? is there?
