i agree minato wins but u need to realize something. There is no such thing as "teleportation". teleportation is movement which is SO FAST that it appears as if you teleported to the area. it appears as if you never moved from point A to point B. there is no such thing as just dissapearing and reappearing. even tobi uses extremely fast movement to go from one place to another. Remember when zetsu and tobi were going somewhere (i truly cant remember) but zetsu told him "i forgot you are faster than i am" but they both appear to be teleporting. hence teleportation is merely extremely fast movement which cannot be seen with your eyes. Even in dragon ball z gokus instant transmission was shown that he was actually flying at hyper speed while doing so not just appearing and reappeaing. I just wanted to make that clear
Actually yes it is a teleport, teleporting itself is moving from one place to another, Tobi for example does just that, he goes into his ST technique and then pops up wherever he needs to go, Minato's works just the same however it requires seals and reverse summoning, which is also what the frogs did for Naruto and what they did for Tsunade & A in a recent manga chapter, teleporting and moving fast are two different things
As for Instant Transmission in DBZ preformed by Goku, that is also teleporting, the only time it's ever been shown that he moves really quick when doing it was in the movie "The Return Of Cooler" which completely is false when it comes to the show, movies are not the actual storyline, they don't follow it at all, meaning you just provided inaccurate information on Instant Transmission.
One proof I can state as to the movie not following DBZ series storyline, is both Goku & Vegeta can go SSJ1, which means this is sometime after the androids attack which also means this is after Goku's heart virus is better, and we all know the second he got better from his heart virus, Vegeta & Trunks went into the Hyperbolic Time Chamber, and let's say they didn't go into it yet (Also Gohan is still a little kid at this point, meaning he hasn't went in the HBTC) which leaves the question as to why they left Earth to leave Trunks to handle the androids and Cell all alone, where as in the movie "Super Android 13" Gohan is still a kid (Meaning no HBTC yet), the androids are all dead, and Trunks is the same age he was when he first arrived to the past. So yeah, movies do not follow DBZ storyline (Oh and Vegeta, Trunks, and Goku can all go SSJ1 in this movie, androids are all gone, yet Gohan can't go SSJ1 or SSJ2, and Trunks+Vegeta+Goku can't go into USSJ1&USSJ2)
