And I'm not sure what you mean. The fourth shinobi war is already happening in the manga. And at a certain point it will appear in the anime.
Maybe they would make something related to it in a movie, but without any doubt it will be first in the manga.
It doesn't really make much sense to make a movie out of it.
That doesn't change a thing =/ it's still the same: manga first, then anime. Possible that instead of the anime they would make a movie out of it, but that would make no sense at all as it would leave a hole in the anime, but it still has to appear first in the manga.
First of all where did you heard this? I wouldn't be surprised if it was from one of those wikies who claim the truth but know nothing. xD
Anyway, they could not make a movie if the manga has not fully begun the fighting. A war is huge, there is no way the animators can cover the whole thing in just a movie. It would not got along with what is currently happening in the anime. Manga is first, anime second, movie last.

The only way I can see it becoming a movie is if it's a special 1 hour episode or 1hr 30min episode released so that we get something good but then some time passes when we wont get any anime updates so that the manga can progress.
