Sadly no. You see, the samurai were not the intended target-it was Ay. Hence the flames merely travelled to the samurai.(plus the samurai were wearing metal armour........) Sasuke stopped looking at the samurai, hence the amaterasu wasn't focused on them. A focused amaterasu burns at an alarming rate-the frog stomach was burned in an instant, as was Danzo, or even Sasuke's katon. The only time when it burned kind of slow was against bee(but the hachibi is huge, has high durability, and it was sasuke's first use.)
ok wait a second, you think attacking/trying to kill Kakashi, Asuma and kurenai (a group of Konoha's strongest) was for his cover and escaping a fight against ONE opponent when they had their target (Naruto) won't blow his cover/you think it's justified ??
you see i seriously considered every possibility here and it appears to me that Kishi was infact implying that it's an even fight.
Kisame is the weakest of the three (admitted inferiority) so there's no point in talking about him.
BTW i was just talking about/discussing what the writer was trying to say (considering everything that happened), and i don't like the excuses that don't apply to what happened/the painful ignoring of some facts.

On the other hand you think that Itachi+Kisame+other Akatsuki members all together would lose to Jiraiya, the statement that Kakashi made about Itachi not killing him means nothing, and the fact that Obito stated that Itachi was not in Konoha for conflict means nothing. Obviously he would say that in order to not blow his cover, especially when Kisame would think something was wrong, because they were significantly above Kurenai, Kakashi, and Asuma in terms of ability and he wouldn't see the reason for retreating.
Jiraiya on the other hand Kisame was worried about due to hearing about his hype. Itachi didn't want to attract anymore attention to himself, nor did he want to hurt Jiraiya. So he saw the opportune chance for an excuse (and Kisame was even still suspicious as they were leaving) and they left.

why the hell do you keep mentioning Jiraiya's exposure to Amaterasu (never talked about that) ?? and why would Itachi conserve chakra if Jiraiya is the last opponent standing in their way and can expose them or even worse go after them ?? he used it to escape ......................
and you still didn't answer my question, Itachi was ready to KILL Kakashi and the rest (leaf Shinobi's) and that's a fact that must be considered/you can't ignore that so what stopped him from killing Jiraiya ??
Itachi never minded killing anyone when he had too (for his cover/for the greater good) :
1. technically Killed Gara.
2. killed his clan.
3. was going to kill Kakashi.
