The definition of "fodder" is, "people considered as readily available and of little value". So yes, there is such thing as fodder. Those ninja that just die and don't change much about the main plot line. And note I said, "much". There only uses are to die, make others look stronger, make casualties seem great, and make it seem more like a war. Whether it be fighting for someone or their village, if their character doesn't do anything about the story line, they are fodder...

The only one in K11 I'd consider fodder really. Sakura's a great medic if nothing else. I'd say Ino is fodder by herself but she's got that InoShikaCho thing going for her.

The most famous stereotype/trope/meme of the fodder class are the red shirts on Star Trek. Disposable plot devices to advance a story and show how bad the big bad really is.

Fodder have no real backstory. Like the common lower quality grain you feed to livestock, fodder is common and ubiquitous. If the author uses time to develop a backstory they aren't really fodder as the author and reader have invested something into these secondary characters. To kill them off willy nilly is showing something more than how badass the big bad is, it is meant to hurt and shake you to your core.

Take the Avengers movie and its prequels, for example. Agent Phil Coulson is certainly squishy, but his use in the plot was not one of fodder. He appeared in several movies, and was about as developed as a normal person could be in a superhero movie. Coulson was not fodder. His death meant something more. Fodder are just breifly introduced (if at all, often they are nameless) and then fed to the bad guy like one ties on the feedbag to one's horse, and that is how fodder derived this use in our language. I do not consider any recurring character (even Ichiraku Ramen Store operators Teuchi and Ayame) fodder as developed characters make connections to the reader where fodder is meant to be used and disposed of by the bad guy without causing the reader any real duress.

Squishy and Fodder are two different things in my book as both a reader and a writer.
