So everything's come to an end, the world is finally at peace, the tail beasts, after being chained to their owners for more than a decade are finally free to go back to their homes.
And Sasuke screws this shit up.
Naruto decides to rebuild this world, and Sasuke tells him that his rebuilt world would fail. How does he know? Past evidence should not be used, as the world will never be the same after losing tens thousands of men to a single enemy. The new world would be more organized, friendly, and learn from their past mistakes.
Now there's also this I going theory that Sasuke intends to take away chakra and ninja power with it. There's no guarantee that even if that's what Sasuke meant, a powerless world would be a better world. In fact this is one of the few things that would change the ninja world economy and even political ideals and living styles in negative aspects. To ninjas, taking away their chakara would mean taking away their families(clan's) political position/superiority, which would cause increases in social unrest, also making the whole education system obsolete, as well as making this world lose it's meaning. What is the ninja world without chakara? Take a minute and picture it. We all know that throughout the manga, the role of ninjustsu in the ninja world is unreplacable, and to take away such an important and essential ability of the ninjas would be devastating to social stability, economy and the people's quality of life in general.
Beyond these things, really, the only conclusions we could make are that Sasuke's ultimate plan is either dictatorship or anarchy, a fate even worse than Infinite Tsukuyomi.
