it can be used in conjunction with a wind jutsu, or can it also be used to counter a wind jutsu?

its not a burning fire, so if you think about it, a wind tech would blow them back in your face......

*i continue to focus the chakra in my mouth while finishing off the handseals. while doing this, i am also focusing on shaping my chakra into a large sphere shape, and making sure that it will be big and strong enough. i also remember to make sure to make it ignite externally. i exhale the fire chakra, which ignites externally, and turns into a large fireball.*
