Ok so these next two are quite similar imo. Check it out

(Katon: Bakuryūgeki) - Fire Release: Exploding Dragon Strike
Rank: S
Type: Offensive
Range: Short - Mid
Chakra cost: 40
Damage points: 80
Description: The user through use of one their scrolls will summon a large flame dragon that is directed towards the enemy target and explodes upon impact.

So get a scroll (just a regular scroll) while channeling your fire chakra into it. After a couple seconds of doing this, unroll the scroll to release a large-ish fire dragon that rushes towards your target. If it makes contact with any solid, it will explode. An exploding S rank fire dragon, pretty neat and deadly if used right.

(Katon Kuchiyose no Jutsu: Hitora Bakufu) - Fire Release Summoning Technique: Fire Tiger Explosion

Range: Short - Mid
Chakra cost: 40
Damage points: 80
Description: The user summons a tiger made of flames from a scroll, directing it towards the target, and attaching itself onto the target and explode causing massive damage on detonation making it similar to a paper bomb.

This one is basically the same as the above. Only difference is that this one doesn't explode immediately on contact with a solid. It attaches itself on to the solid and explode on the user's command. This one is better.

• No hand seals
• Dragon explodes on impact
• Can go up to mid range

Weak Points:

• Can't go up to long range

Combo Strategies:

• I would combine this with that jutsu below, but with using the tiger right before this one. (Double explosion )
• After blinding my opponent with the mud shot technique, I would quickly use this without my opponent knowing
• With a clone nearby I would have them use a wind jutsu to exponentially increase the strength of the fiery explosion

Ways to counter:

• I would counter the dragon with "(Suiton: Mizu Shishi) - Water Release: Water Beast" so that it explodes with the beast before it gets to me
• I would drown out the fire dragon with "(Suiton: Kyojin Nami Shougeki) – Water Release: Giant Wave Crash"
• I would counter the dragon with "(Doton: Dosenkiryū) – Earth Release: Earth and Stone Dragon Technique"

Preforming it: While Neji is gathering up his fire chakra, he simultaneously reaches for one of his pouches and retrieves a small scroll. After doing so, he quickly summons a large dragon that is made of fire which rushes towards his target. When making direct contact, the dragon explodes and blasts Neji's opponent into oblivion.

Combo Strategies:

• Like I said before, I would use this with the dragon summon
• With a clone standing by, I would have them use "(Raiton: Rairyu no Tatsumaki) - Lightning Release: Thunder Dragon Tornado" and envelope the dragon head with lightning so that when it/right before it hits, it has a chance to paralyze my enemy so they won't go no where
• After trapping my opponent within the ground with "(Doton: Shinju Zanshu no Jutsu) - Earth Release: Double Suicide Decapitation Technique" I would quickly use this

Ways to counter:

• I would use "( Doton: Iwarin Heiban ) - Earth Release: Rock Scale Slab" to attach itself to the tiger and send it back to my opponent, causing them to be blasted
• I would protect myself from the explosion with "( Doton: Tajū Doryūheki ) - Earth Release: Multiple Mudwall Technique"

Preforming it: While Neji is standing medium range from his opponent, he begins to concentrate as he is mustering up his chakra. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra into Katon. While doing so, he retrieves a small scroll and he quickly summons a large tiger that is made of fire which rushes towards his target. When making contact with the enemy, the tiger super glues itself to them and explodes shortly afterwards.

(Katon: Fuuton Ken Katon Bakufuu no Jutsu) Fire Release: Wind and Fire Blast Technique

Chakra cost: 40
Damage points: 80
Description: The user after combining Fire Release: Intense pain and Wind Release: Pressure Damage at the same time. This creates a blast that is so intense that a standard water technique (ex : Water Release: Water Encampment Wall) can only at most soften of the impact. It was successsfully stopped by Yamato and Naruto's Typhoon water vortex.
Note: Can only be used either with a clone or with an ally

First of all; you need an alley/partner/summoning/clone to use this jutsu. This works as two jutsu with only using one move. So its two canon jutsu from the jutsu list made into one.

(Katon: Gōka Mekkyaku) - Fire release: Great Fire Majestic Annihilation

Range: Short - Long
Chakra cost: 40
Damage points: 80
Description: A technique where the user makes the horse hand seal and then kneads chakra inside his body which is then converted into fire and expelled from the mouth as a massive wall of intense flames, which covers an expansive range in both vertical and horizontal dimensions, making it extremely difficult to avoid. However, due to its massive width and height, the technique is not one of the fastest seen so far.

As seen in the anime a couple weeks back when madara first appeared(in the anime) he used this jutsu. A massive wall of flames went towards the platoon of ninjas. It kinda moved slow towards them. They even had enough time to take about two steps forward, make two hand seal and release a wall of water to fight off the flames. The flames still didn't reach yet. But we don't really go by stuff like that; our Rp is different. In the anime/manga it was shown that many suiton users used a water jutsu and it was still equal to the wall of flames. In our rp, one A rank water tech with almost same size can get rid of it.

• a water technique can only soften of the impact

• An ally/clone has to be on the field
• I have to use 2 jutsus first
• The justsu required need a lot of hand seals all together

Combo Strategies:

• My bad but, with using up all three move slots, what combos can I make? ._.

Ways to counter:

• I would counter this by using "(Suiton: Gufuu Suika) - Water Style: Typhoon Water Vortex" by having an ally/clone with me
• With having a clone with me, I would have them use "Water Release: Water Encampment Wall)" while I use "(Doton: Koka no Jutsu) - Earth Release: Hardening Technique" to even soften the blow even more

Preforming it: While being mid range from his opponent, Neji then gathers his fire chakra and molds it inside of his stomach while simultaneously weaving the necessary three hand seals [Rat → Dog → Tiger]. After doing so, he spews a small fire ball that heads towards the ground near his opponent. When the fireball makes contact with the ground it erupts into a widespread fire storm and engulfs/burns his opponent. While this is simultaneously happening, Neji's clone/ally begins to perform the Ram handseal and inhales, kneading their wind chakra into the lungs, exhaling a huge blast of wind that levels anything in its path. When these two jutsu combine, it creates a blast that is so intense that vaporizes any large quantity of water in an instant/ their opponent on contact.

• Because of his massive size in height and width, it is hard to dodge

Weak Points:

• It moves very slow

Combo Strategies:

• If by any chance my opponent uses a water jutsu to cancel it out and creates a mist (?) I would use "(Katon: Gōkakyū Hitoame no Jutsu)Fire Release: Great Fireball Shower" while they are practically blinded [just like in the anime ]
• I would use "(Doton: Doryūsō) - Earth Release: Earth Flow Spears" to trap my opponent before using this.
• I would use "( Magen: Kokoni Arazu no Jutsu ) - Demonic Illusion: False Surroundings Technique" so that I would fool my opponent into believing I am using a lightning jutsu version of this technique; so when they use a wind jutsu, it would only increase the potency of my fire.

Ways to counter:

• I would counter this with "Water Release: Water Encampment Wall"
• I would go underground and avoid the fire blast with the hiding like a mole tech
• I would cancel this out with "(Suiton: Dai Bakusui Shōha) - Water Release: Great Exploding Water Colliding Wave"

Preforming it: While Neji is standing long range from his opponent, he begins to concentrate as he is mustering up his chakra. As he is doing this, he builds up us a pretty sufficient amount of his chakra and proceeds to mold said chakra inside of his stomach and uses nature manipulation to create very intense katon while weaving the necessary horse hand seal. When Neji is finished building up his fire chakra, he finally forces it up though his throat and out the mouth; spewing out a slow moving, but very powerful & massive wall of intense flames, which covers an expansive range in both vertical and horizontal dimensions which heads towards his opponent.

and about your first question, the fire jutsu ((Katon: Fuuton Ken Katon Bakufuu no Jutsu) Fire Release: Wind and Fire Blast Technique) counts as 1/3 move per turn. Its the combination of two jutsu yes, but counts as 1/3 of your moves per turn limit. So you can make a clone as your first move, then use this with one more move left to do.

(Katon: Gōka Messhitsu) - Fire Release: Great Fire Destruction

Range: Short - Long
Chakra cost: 40
Damage points: 80
Description: A technique where chakra kneaded inside the body is converted into fire, and then expelled from the mouth in a massive stream of intense flames, after doing the Rat → Ox → Dog → Horse → Monkey → Boar → Tiger hand seals. The technique has an enourmous range and can cover a huge area. When it was used by Madara Uchiha, the massive scale of the technique was such that, in comparisson, his incomplete Susanoo seemed small. The main advantage of the technique is that it can be used to burn large areas in an effect in everything similar to a flamethrower.

So now for the final fire jutsu that you can learn. Basically this is like a flame thrower, your mouth. After performing the required hand seals you release a massive size stream of flames.

• Can go up to long range
• Can be used to burn large areas
• Since this jutsu is on a massive scale so it is hard to dodge

Weak Points:

• Requires seven hand seals
• I'm guessing like the techinque before this one [Mekkyaku], it would move fairly slow due to the mere size of it
• Possible because if the second point, it would give my opponent enough time to make a fast counter

Combo Strategies:

• I would trap my opponent via doton spikes or the water starch technique before I would use this due to the fact that I don't know whether it moves slow or not
• With a clone standing by, I would have them use "(Fūton: Kiryū Ranbu) - Wind Release: Air Current Wild Dance" to make this jutsu more OP u-u
• Similar to Earth Grudge fear; with 2 clones standing by, with me in the middle, I would use this while the clone on the left uses "(Fūton: Shinkū Taigyoku) – Wind Release: Vacuum Great Sphere" and the clone on the right uses "(Raiton: Gian) - Lightning Style: False Darkness" [even though it's a damn chakra guzzler >_>]
• I would combine this with "(Doton: Doryūha) - Earth Release: Earth Flow Wave" to create a mass river of boiling lava
• I would blind my opponent and put them under a genjutsu with "(Raigen Raikochu) – Lightning Illusion Flash of Lightning Pillar" and use that time to use this technique

Ways to counter:

• I would lower my opponent's side of the ground completely with "(Doton: Chidōkaku) - Earth Release: Moving Earth Core" so that I can be high enough to get out of harm's way
• I would counter this with "( Suiton: Suijinchū ) - Water Release: Water Encampment Pillar"
• [For old time's sake u_u] I would counter the incoming flames with a C-Ranked Kaiten
• I would escape into the air with the wind stream technique
• I would stop the incoming stream with "(Suiton: Kyojin Nami Shougeki) – Water Release: Giant Wave Crash"

When this katon jutsu reaches his opponent, they are entirely engulfed in bright flames and are finally reduced to black ash.

The 3rd and 4th counter..I don't think that will work.The 3rd one, if its a C rank I don't think it will defend from it properly. The flames will over power it. Think about it, a massive S rank fire against a C rank rotation ._. The 4th one, the wind stream you got to be careful there. Remember the flames are huge so you might not be able to move away in time. If you word it right you can do this though, be careful.
