Itachi: Although ordinary humans possessed chakra, its quality was of a far lower stock than that of Kaguya and her two sons. Hamura was capable of ending the war with his own two hands and that’s what he did. By striking fear into humans it can deter them for a short while. This is a necessary evil that was born out of Hagoromo’s mistake. But he didn’t see it that way…

Itachi: And not only that…Aware of the strong vitality of our clan, not just of our bodies but our souls too, Hagoromo placed a cursed on Hamura’s transmigrants. Itachi is shown in a king’s chair with a crown on, looking down from a tower as children play and laugh and adults share sake with one another. Ignorant of a time when such things as "chakra" and "ninjutsu" existed because Itachi wiped their memories with genjutsu. Now, Itachi is the only living being with such powers and as a result he is worshipped as a God. Fearing God's judgement, mankind has seen a lot less strife.*
