1.) minato makes clones,

2.) as the clones appear ice puts his hands out and uses thunderstorm destroying the ceiling while the thunderstorm is in play,

3.) the clones have begone using their moves

4.) then he summons the wave and shoots the gian into it

5.) as the electrocuted wave approaches minato he uses his fuuton thing for what ever reason, im assuming its to block the falling ceiling which will crush your clones and the shuriken is not exactly a fast attack and all if ice's moves dont require seals so u are dead sir.

And that it's used to summon water, if you summon water you will stand on it, and also, on Oro'c hideout, you would be both drownd and shocked by that jutsu :|

And no, you cant control. And second point (again) you are inside oro's hideout, do you think it's wide enough so you could escape from touching your own water? Dont think so
